We have a police NIXLE notification system on this island that is supposed to be used for emergency notifications.
Unfortunately our Hawaii County Police Department uses it at times to promote themselves and send out notices that I would consider non-emergency related.
Here is a snippet of the most recent emergency Nixle notice I just received:

I understand what you are saying – however, shame on us for not stepping up and acknowledging their good acts of courage and kindness to begin with – apparently causing this need to show us how fortunate we are in Hawai’i nei to have such a great police force!!! And we do!
It’s just once in awhile that their good and courageous deeds are publicly highlighted. It would be good to create another site in which these well deserving officers could be heralded properly and not set themselves up to be admonished by others.
I’m going to call them and speak to their PR person and suggest that they set up a “go to” site wherein they can express their feelings and publicly acknowledge so many of the good things they have accomplished – a site where we, the public can also acknowledge how their actions have affected us in positive ways and to thank them as well!

Ah!!! Now I understand more!! Thanks for the site – I wrote to them and suggested not using the NIXLE site except for emergencies..especially since they have the site you sent me. It would save them from critical remarks such as yours.
