Police Charge Second Escapee With Several Offenses Stemming from Prison Escape

Police have charged the second suspect with several offenses stemming from his escape from Hawaiʻi Community Correctional Center in Hilo.

After conferring with prosecutors, detectives charged 31-year-old Ryan James Jeffries-Hamar with first-degree escape, second-degree assault, second-degree robbery, kidnapping, second-degree unlawful imprisonment, unauthorized control of a propelled vehicle, and third-degree criminal property damage. He is being held without bail at the Hilo police cellblock pending his initial appearance Monday afternoon.

Jeffries-Hamar is the second and last suspect charged after he and 35-year-old Jarvis Naoki Higa escaped from the Hilo jail on December 5. Higa was captured two days later and is being held at Halawa Correctional Facility on Oahu.

Thirty- year-old Tyler John Tzovarras, also known as Tyler O’Neil, of Pāhoa was charged with first-degree hindering prosecution for his role in allegedly harboring and assisting Jeffries-Hamar while he was on the lam. He was also charged with contempt of court in connection with an outstanding warrant. His bail was set at $10,800.

Detectives are considering additional charges against other individuals who assisted both Higa and Jeffries-Hamar.

One Escapee Caught… Other Still on the Run

On December 7, 2012, at approximately 8:15 pm, a joint task force apprehended Jarvis Higa, in Oceanview, Kau, after he attempted to flee a residence on foot.

Higa was arrested for multiple charges, to include escaping from the Hawaii County Correctional Center. Higa is being transported to the Hilo Police Station for processing.

MANHUNT CONTINUES – Escapees May Try to Rob Bank

Hawaiʻi County Police have received information that two inmates who escaped from Hawaiʻi Community Correctional Center on Wednesday intend to rob a bank.

Police recommend heightened security measures at financial institutions.

The second suspect is identified as 31-year-old Ryan James Jeffries-Hamar. He is described as Caucasian, about 5-foot-7, about 170 pounds, with blue eyes and short reddish-brown hair. Jeffries-Hamar was serving his sentence at the facility for a parole violation and was also awaiting trial for a previous escape from the Hale Nani facility in August of this year. He is considered dangerous.

Police urge the public to call 911 if they see either man.

Manhunt Still On for Dangerous Escapees on Big Island – More Details Released on Escape

Hawaiʻi County Police are asking for the public’s assistance in locating two suspects wanted for a brazen daytime escape from Hawaiʻi Community Correctional Center in Hilo.

The first suspect is identified as 35-year-old Jarvis Naoki Higa. He is described as Japanese, about 5-foot-6 tall, about 160 pounds with short black hair and tattoos on his chest. Higa is considered dangerous and may be armed. Wednesday morning (December 5) shortly before 10 a.m., police received a report from correctional officers that the two suspects had assaulted another correctional officer before threatening a civilian worker and stealing her vehicle. Correctional officers attempted to follow the escapees in the stolen vehicle but lost sight of them. Information was obtained from a resident in the area of Kūkūau Street and the Mohouli extension that the vehicle was last seen heading up Kukuau Street. The vehicle was found abandoned at the end of the street.

The 63-year-old correctional officer was taken to Hilo Medical Center, where he was treated for non-life-threatening injuries and released. The 49-year-old civilian employee was uninjured.

The Puainakō Street extension was closed to traffic and re-routed for about two hours while police and correctional officers, aided by the Hawaiʻi Fire Department’s helicopter, conducted an extensive manhunt for the suspects.

During the course of the manhunt, police received a report of two men seen near a home on the 800 block of Kaumana Drive. Police discovered that the house had been forcibly entered and that a vehicle parked at the residence had been entered in an attempt to steal it. Police diverted their search to that area but were unable to locate the men. Both Higa and Jeffries-Hamar remain at large.

Police urge the public to call 911 immediately if either Higa or Jeffries-Hamar is seen. One or both of them may try to hitchhike to Kona.

Detectives from the Area I Criminal Investigations Section are continuing the investigation, which is classified as two counts of first-degree escape, two counts of second-degree robbery, first-degree kidnapping, unlawful imprisonment, unauthorized control of a propelled vehicle, and second-degree terroristic threatening.

In addition to the escape, police have initiated a first-degree burglary and an attempted unauthorized control of a propelled vehicle case involving the scene on Kaumana Drive.

Big Island Police Charge 34-Year-Old Hilo Man With Attempted Murder

Big Island police have charged 34-year-old Jarvis Naoki Higa of Hilo with attempted murder for a shooting incident last week in Hilo.

Detectives from the Area I Criminal Investigations Section charged Higa at 5:45 p.m. Monday after locating and arresting him earlier in the day.

He is being held at the Hilo police cellblock in lieu of $375,000 bail pending his initial court appearance scheduled for Tuesday afternoon (July 24).

At 1:10 a.m. on July 18, police responded to a report of a man threatening a 34-year-old Hilo man with a firearm. Police determined that a round was discharged in the parking lot of a condominium complex on Kalanianaole Avenue in Hilo before the suspect fled the area. The victim was not injured.

He is described as Japanese, 5-foot-6, 160 pounds with short black hair and tattoos on his chest. He may be armed and dangerous.
